Plot Hooks
Frumentarius: Pike is (or was, depending when you meet him) a spy for Garlemald. While he's not going to tell you outright he is one, those familiar with Garlemald or it's military will probably pick up on some oddities from him. And former spies or higher ranked military people probably know him.
Bard: Pike is a fairly adept bard. Maybe you've heard him play, or you'd like to hire him for some reason. If you talk to him about music, you've got his attention for a while, at least. Poetry and literature are also great ways to engage with him—he's a lover of the arts in all forms.
Flirt: Let's not beat around the bush, here. Pike's got loose morals all around. If you flirt with him, he might not be fully interested (he's still got his own preferences), but he enjoys flirting back and forth regardless.
Pleasant conversation: Realistically, if you just want to have a nice conversation for a bit, Pike will likely engage. He likes people and talking to people. He can and will hold a conversation about the number of ships in the harbor if you make it interesting enough.
